Chobham is a civic parish, the first tier of local government, and the Parish Council has its own distinct responsibilities, whilst working closely with Surrey Heath Borough Council and Surrey County Council.
There are nine elected Parish Councillors one of whom is also a Borough Councillor. Their monthly Council and Committee meetings usually take place in the Parish Pavilion at the Recreation Ground and are open to the public.

Formal Statement from Chobham Parish Council Regarding the Chobham Poor Allotments Charity
Chobham Parish Council (“CPC”) has been made aware of a number of concerns raised publicly on social media and directly with Parish Councilors regarding the disposal of land and other assets belonging to the Chobham Poor Allotments Charity (the “Charity”). CPC considers it necessary to set out its position in unequivocal terms.
In 2023, following the resignation of Mr. Edward Bentall as CPC’s nominated Trustee to the Charity, CPC proposed the appointment of Councillor Christopher Rowbotham as a nominated Trustee, alongside Councillor Pat Tedder, who had served as a CPC-nominated Trustee for a number of years. At that time, the Charity’s Governing Document explicitly conferred upon CPC the right to appoint two nominated Trustees, and CPC duly exercised that right by proposing Councillor Rowbotham. The Charity failed to respond to this proposal for six months, at which point Councillor Rowbotham declined the appointment. CPC subsequently proposed Councillor Moqbel as a nominated Trustee; this proposal was also disregarded.
Thereafter, the Charity engaged legal representation and applied to the Charity Commission to remove CPC’s statutory right to appoint nominated Trustees. CPC opposed this application; however, the Charity Commission granted the application in 2025, resulting in the removal of CPC’s appointment rights. Following this decision, Councillor Tedder was withdrawn as CPC’s nominated Trustee, although she continues to serve as a Trustee of the Charity in a personal capacity.
The Trustees of the Charity are solely responsible for all actions, decisions, and obligations of the Charity. CPC has no access to information concerning the Charity and expressly disclaims any legal authority, responsibility, or liability for the management or operations of the Charity.
It should also be noted that the Charity does not maintain a website or email address, and the Charity’s Governing Document is not publicly available.
